What are the ways to pay for rehab in Los Angeles?
Most families combine two or three of these. Work down the table in order: each row costs less than the one below it, and the people at each step can often point you to the next.
| Way to pay | Who it fits | What it costs you | First step |
|---|---|---|---|
| LA County no-cost treatment | County residents enrolled in or eligible for Medi-Cal, or in certain county programs, who are assessed as needing care | No cost | Call 1-844-804-7500 |
| Private or Covered California insurance | Anyone with a health plan | Your deductible and copays | Call the number on the back of the card and ask what substance use treatment it covers |
| Appeal or Independent Medical Review | People whose plan denied or stopped paying for care | Free to file | Get the denial in writing, then appeal (see below) |
| Sliding-fee programs | People paying out of pocket | A price based on income | Ask each provider whether it has a sliding-fee scale |

Is rehab free in Los Angeles County?
It can be. The Department of Public Health’s Substance Abuse Prevention and Control program says no-cost treatment is available to youth, young adults and adults who live in Los Angeles County, meet medical necessity after an assessment, and are enrolled in or eligible for Medi-Cal. People in AB 109, CalWORKs, Drug Court, General Relief or JJCPA can also qualify. Immigration status does not matter (source 1).
If you are not sure whether you qualify, call the Substance Abuse Service Helpline at 1-844-804-7500 and ask for a screening. You can also contact a county treatment provider directly, or visit a Client Engagement and Navigation Services (CENS) site. Full details: free and low-cost addiction treatment in Los Angeles County.
What if my insurance will not pay for rehab?
Ask for the denial in writing and file an internal appeal with your plan. If the plan still says no, you have the right to an independent external review, and HealthCare.gov says the insurer must accept the reviewer’s decision (source 3). In California, if your plan is regulated by the Department of Managed Health Care, you can ask for a free Independent Medical Review, usually decided within 45 days or within 7 days if the issue is urgent (source 4). The DMHC Help Center is at 1-888-466-2219.

Are there grants or scholarships for rehab in Los Angeles?
Yes. A treatment scholarship works like a grant for one person’s care: charitable funding that pays for some or all of treatment. The Blackburn Foundation is a Los Angeles 501(c)(3) that awards them case by case. Depending on need, a scholarship can help pay for:
- Intervention
- Detox
- Residential treatment
- Intensive outpatient treatment
- Sober living and transitional housing
- Therapy and psychiatry
- Mentoring and spiritual counseling
- Aftercare
You can apply for yourself, for someone you love, or for a client. Scholarships are open to people across the United States, so a family in Los Angeles can apply for a loved one in another state. Applying does not guarantee a scholarship. Learn more: treatment scholarships, sober living scholarships and drug rehab scholarships: who offers them.
What should a family do first?
- Make sure no one is in danger. If they are, call 911. For a crisis, call or text 988.
- Call 1-844-804-7500 to be screened for no-cost county treatment, especially if your loved one has or may qualify for Medi-Cal.
- Check insurance. A parent’s plan can cover an adult child up to age 26. Ask what the plan covers before choosing a program.
- Plan for the full length of care, not only the first weeks. Coverage often ends before recovery is steady.
- Apply for a scholarship for whatever gap remains, or call (888) 305-5422 to talk it through.
